Paula Marcela Moreno Zapata (born 11 November 1978) is a Colombian engineer and professor. She served as the 8th Minister of Culture of Colombia, and was the third person to hold that office in the administration of President Álvaro Uribe Vélez. Moreno was the first Afro-Colombian woman, as well as the youngest person, to hold a cabinet-level ministry in Colombia. She is currently a Hubert H. Humphrey Fellow in the Special Program for Urban and Regional Studies at Massachusetts Institute of Technology.
