Staat (ugs. bzw. nichtfachspr. auch Land) ist ein mehrdeutiger Begriff verschiedener Sozial- und Staatswissenschaften. Im weitesten Sinn bezeichnet er eine politische Ordnung, in der einer bestimmten Gruppe, Organisation oder Institution eine privilegierte Stellung zukommt – nach Ansicht einiger bei der Ausübung von (politischer) Macht; nach Ansicht anderer hinsichtlich sowohl der Entfaltung des Einzelnen als auch der Gesellschaft.

Een staat is de binnen een afgebakend grondgebied werkzame, in hoge mate soevereine organisatie die gezag uitoefent over de op dat grondgebied wonende bevolking, die deze bevolking naar buiten toe vertegenwoordigt en die over de benodigde machtsmiddelen beschikt, zoals het geweldsmonopolie.

Sur le plan sociologique, l'État est un ensemble de personnes vivant sur un territoire déterminé et soumis à un gouvernement donné. Cette définition rejoint celle de la première édition du dictionnaire de l’Académie française de 1696 qui définit l'État comme le , ou bien le pays lui-même, c'est-à-dire l'État entendu .
