Devolution
Devolution is the statutory granting of powers from the central government of a sovereign state to govern at a subnational level, such as a regional, local, or state level. It is a form of decentralization. Devolved territories have the power to make legislation relevant to the area.

Home Rule
Der Begriff Home Rule ( etwa für „Selbst-Regierung“, Rialtas Dúchais) wird in der Regel mit der Geschichte Irlands innerhalb des Vereinigten Königreichs von Großbritannien und Irland im späten 19. Jahrhundert und frühen 20. Jahrhundert verwendet. Auf irischer Seite entstanden Bestrebungen nach einer Selbstverwaltung innerhalb des Vereinigten Königreichs. Dies führte zu vier „Home Rule“-Gesetzesvorlagen (Home Rule Bills), von denen erst die vierte im Jahr 1920 als Government of Ireland Act in Kraft trat und Irland ohne Nordirland in eine begrenzte Unabhängigkeit entließ.

Dévolution du pouvoir
La dévolution du pouvoir est un transfert ou une délégation de pouvoir politique d'une entité à une autre ou d'une personne à une autre. Cette forme de décentralisation se produit en général d'une entité supérieure vers une entité inférieure, on parle de subsidiarité descendante.

Decentralizacja
Decentralizacja – ustawowe, trwałe, chronione prawem przekazywanie organom decentralizowanej władzy publicznej (gminom, powiatom, województwom) zadań, kompetencji i środków, w które do tej pory były wyposażone organy władzy centralnej
- przyczyna – ilość zadań, ich zróżnicowanie i charakter, zapewnienie udziału obywateli, lepsze wykonanie zadań przez struktury stykające się z nim bezpośrednio
- cel – identyfikacja i organizowanie zaspokojenia zbiorowych potrzeb miejscowej ludności(sprawowanie władzy musi spoczywać na władzach najbliższych obywatelom)
- wyodrębnienie niezależnych i względnie samodzielnych podmiotów, które nie są podporządkowane hierarchicznie organom występującym na wyższych szczeblach
