fourth estate

The Fourth Estate (or fourth power) is a societal or political force or institution whose influence is not consistently or officially recognized. "Fourth Estate" most commonly refers to the news media, especially print journalism or "the press". Thomas Carlyle attributed the origin of the term to Edmund Burke, who used it in a parliamentary debate in 1787 on the opening up of press reporting of the House of Commons of Great Britain. Earlier writers have applied the term to lawyers, to the British queens consort (acting as a free agent, independent of the king), and to the proletariat. The term makes implicit reference to the earlier division of the three Estates of the Realm.

Vierte Gewalt, vierte Macht oder publikative Gewalt wird als informeller Ausdruck für die öffentlichen Medien, wie Presse und Rundfunk, verwendet. „Vierte Gewalt“ meint dabei, dass es in einem System der Gewaltenteilung eine vierte, virtuelle Säule gibt. Neben Exekutive, Legislative und Judikative gibt es danach die Medien, die zwar keine eigene Gewalt zur Änderung der Politik oder zur Ahndung von Machtmissbrauch besitzen, aber durch Berichterstattung und öffentliche Diskussion das politische Geschehen beeinflussen können.

L'expression « quatrième pouvoir » désigne la presse et les médias. Par extension, le quatrième pouvoir regroupe tous les moyens de communication qui peuvent servir de contre-pouvoir face aux trois pouvoirs incarnant l'État (pouvoir exécutif, législatif et judiciaire), en recourant au principe de protection des sources d'information des journalistes.

Czwarta władza - w państwach demokratycznych określenie wolnej prasy (mediów masowych, środków masowej komunikacji, środków przekazu społecznego). Ustawiana jest w szeregu obok władzy ustawodawczej, wykonawczej i sądowniczej, gdyż siła prasy jest tak wielka, że może kształtować społeczeństwo i politykę. Poza tym spełnia funkcję kontrolną poprzednich trzech władz, aby nie dochodziło do nadużyć i korupcji.

Tredje statsmakten är sedan mitten av 1800-talet en informell benämning på massmedia i Sverige. Den första makten är regeringen och den andra riksdagen. Den tredje statsmaktens uppgift anses vara att granska de två andra.
