Leo Tolstoy
, and one of the most prominent
Tolstoyans
. After the
revolutions
of 1917, Chertkov was instrumental in creating the
United Council of Religious Communities and Groups
, which eventually came to administer the
Russian SFSR
's
conscientious objection
program.
