Public service charter
The idea behind a public service charter is that there should be an instrument setting out the basic rights and principles governing the provision of services to users. Such principles would include:

•continuity of service;
•quality;
•security of supply;
•equal access;
•affordable prices;
•social, cultural and environmental acceptability.
